Pathfinder is a concept inspired by the Digital Public Services Plan 2030, a new government strategy to make services more user-centric, seamless, and inclusive.

The core idea is to "reimagine and redesign" services around the real-life moments that matter most to people, rather than expecting individuals to navigate complex government structures.
As the OECD notes in the plan: "people should not have to understand how government works to get what they need from it."
